Can tools be organized like Paint.net?

If possible having the toolbox be in the same order of paint.net would go a long way with people switching between apps. Even if its not a separate box.

Heres a rough sample, the shape options would go at the bottom.

This is related to issues like #1117 for having more flexible UI layout. Currently it's a very fixed single column list of tools

I see, after looking at the menu with keeping things simple in mind. Work flow might be a lot easier if Rectangle Select and Move Selection had their locations swapped as a quicker fix.
