I want to write a simple startup test listening for joint states and test if my joint moves accordingly

A simple minimalistic example how to

Setup Testing
Write Simple Tests (e.g. providing Python Script with stubs)

would be appreciated.

Development Guidelines are very extensive about what not to do but offer little help
for a novice user how to start simple.
