Looks like this might have been a placeholder: https://github.com/PSLmodels/PSL-Infrastructure/blob/master/Criteria/library_criteria.md

Does this mean issue labels?

We had envisioned subject matter tags that would be displayed like this:

Do you think that "Repo topic tags" would be more clear than "subject matter tags"? I am also inclined to drop the "choosing from..." for now until we observe more projects do this and the types of tags they choose.

Oh, gotcha. How about linking to the GitHub documentation on them, Classifying your repository with topics, and using similar terminology in the criterion, e.g.:

Projects SHOULD classify their repository with topics.

I agree on removing the "choosing from..." until common topics are identified. The criterion looks incompletely defined as-is.
