[Feature Request]: Value mapped cheats

Description

Instead of having multiple cheats of the same address where only the last value changes, have a selection.

Reason

Lower PNACH size, better organized, less complicated.

Examples

If we have a cheat "Number of CPUs", instead of having multiple cheats under the same section with the same address being changed only by one value, we have a dropdown menu or something that lets us select how many the user wants.

The better example comes from "CheatDevicePS2" made by root670.

Our current patch system is not at all fit for such a feature. I don't expect this FR to be fulfilled without massive amounts of work done.
