DOC: Enhance Readme

What's wrong with the existing documentation

Can check out critical errors in the readme file , as proper subheadings are not used for the guidelines . Every thing is just messed up . For contributor/user point of view , readme file should be well structured and clearly descriptive & should tell about the clear features and aim of the project
