Summary:

Reported by user:

When I open the app without location services enabled, I get a modal asking if I want to enable it. The modal has a "never ask again" checkbox that I click every time, but that doesn't seem to keep the app from displaying it the next time I open it without location on.

Steps to reproduce:

Unknown - see above reported by user

Expected behavior:

After checking "Never ask again", we shouldn't ask the user to enable location again

Observed behavior:

User reports that we keep asking on every startup when location is turned off

Device and Android version:

App Version: 2.4.4
Model: Pixel 3
OS Version: 9 / 28
Google Play Services App: 17.1.22 (100400-245988633)
Google Play Services Library: 12451000
Region/API: Puget Sound (selected automatically)
Loc: gps
