Missing "User Watchlist Requests" Role in User Management

Summary

The User Watchlist Requests feature is great! I'm surprised not to see a Role for it to opt-in users within User Management, so only certain users' Watchlists would be added as Requests. This seems like it would fit right in to the sorts of Roles that are available within User Management today. Was this something that was considered and already planned for perhaps?
