Add new code into spec_reduc.py to finalize a nice plot.
modify milkyway/plotting_map.py to take all data given from spec_reduc.py and put into one giant map. Will need to make a standard grid of longitude AND velocity. Then plot with python in pretty ways
need to update the manual for scripts with reduction schema
