Update HDX data for CHIRPS and ARC2 data for Malawi

Data on dry spells and rainy seasons, as well as daily precipitation, should be updated on HDX for both CHIRPS and ARC2 data. This is waiting for the full pipeline to be implemented for both so they can be quickly and easily updated using the built functionality. This needs to be done by December.
