Objective

Allow for per-user skills whitelist/blacklist

Initial Implementation Goals

  • Add user-scoped skills lists
  • Implement logic in IntentService to select intents based on user preferences

Open Issues

How should user skills that aren't available be handled?

in OVOS this is done per Session OpenVoiceOS/ovos-core#492

a neon user only needs to keep it's own session for compat with upstream
