Skill-oriented default language?

As @NeonKirill mentioned during our skills meeting, it could be helpful for a skill to specify it's default language. Is this something we could handle in the Intent Service?

I think a message flow could look like:

• on skill load, maintain a list or mapping of skill languages
• on handle_utterance translate utterance to any requested skill languages
• some logic in intent matching to preference skill languages (after core lang and input lang?)

Above suggestion definitely adds some latency and is not optimal, but just an initial thought to implementing this
