Expand CI to test FRE-NCTools spack build

Is your feature request related to a problem? Please describe.
FRE-NCTools deployment (Spack installation) on Analysis and Gaea can run into unforeseen issues that require FRE-NCTools patch releases. Spack build should be added as part of CI to catch build pitfalls before releasing.

Describe the solution you'd like
Test Spack build in a container that has all the necessary tools and libraries to simulate installation.

Describe alternatives you've considered
Leave as is.
