OpenMP failing with Intel Classic

In the new Intel CI workflow, the unit tests fail with Intel Classic when USE_OPENMP=ON. That's with icc/ifort 2021.10.0 (installed through the 2023.2.1 oneapi packages).

 The following tests FAILED:
	  1 - run_wgrib2_tests.sh (Failed)
	  2 - run_wgrib2_rpn_tests.sh (Failed)
	  3 - run_wgrib2_netcdf4_tests.sh (Failed)

where each of the three failed with FATAL ERROR: bad complex packing:. Oddly, I was unable to reproduce this on my personal machine with a similar version of Intel, so I'm not sure what's going on.
