move data files to own directory?

There are a bunch of *.dat files in the code directory,

Could these be moved to a subdirectory?

Also, do these have to be installed for wgrib2 to work? I assume so.

We can consider this for the 3.4.0 release or later. We should decide this before #148.

many C routines do a #include "XXX.dat" or #include "gribtables/XXX/YYY.dat" So the *.dat are C code fragments. Since they are C, why not leave them in the src directory?

I think @webisu has a point. Can we defer this to the 4.6.0 release while we ponder what to do?
