Two components are required as input to convert AMSUA data from BUFR dump to IODA format

Two mapping file: there are two types of the input file
A Python script to merge to files together and make Ta to Tb or reverse it if needed
for details on the converter refer to (NOAA-EMC/GDASApp#1231)
