Two components are required as input to convert SatWind GOES AMV data from BUFR dump to IODA format

A mapping file
A Python script to add two derived variables under ObsValue group and two new variables under ObsType group

ObsValue/windEastward
ObsValue/windNorthward
ObsType/windEastward
ObsType/windNorthward
