Timing for triggering the BUFR sounding job in operational GFSv17

What new functionality do you need?

GFSv17 is currently testing the HR4 setting, where the trigger for the postsnd job depends on the completion of GFS model forecast. Since the BUFR sounding job generates products from forecast hours 000 to 180, I recommend triggering the job once GFSv17 completes the 180-hour forecast. This approach aligns with the operational BUFR job, which starts immediately after the 180-hour forecasts are available.

What are the requirements for the new functionality?

Modify the related XML file to define the dependency for the BUFR sounding postsnd job.

Bufr sounding products are produced.
Output unchanged.
