"Metadata Identifier Resolvable" check stating not resolvable (ESS-DIVE) #458

Description

The Metadata Identifer Resolvable check for the ESS-DIVE suite is often marked as FAILURE, however, the user has no way to resolve this failed check. Additionally, it is not clear to us what causes this check to fail sometimes, where is passes other times.

Jeanette provided details on this check:

It is possible that this check isn't working because that identifier has not synced to dataone yet. in that case, the only way to "fix" the check would be to re-run the suite for that pid after the pid has synced

We would like this check to not fail when an ESS-DIVE metadata identifier is found, as there is nothing the user can resolve to make this check pass. Furthermore, when this check does fail the "Accessible" percentage does not show up under the percentages for the FAIR categories.
