It should also check for /eml/dataset/alternateIdentifier

alternateIdentifier description: An additional, secondary identifier for this
entity. The primary identifier belongs in the "id" attribute, but
additional identifiers that are used to label this entity, possibly
from different data management systems, can be listed
here.

the check for an alternateIdentifier is included at the entity level, so, it would make sense to include for the whole dataset.
