When Matthew and I discussed the issue to upgrade a huge Metacat instance to use the hash store with a minimal down time, we found Metacat need a flag to stop hashstore conversion starting automatically when DB upgrade done. See this ticket.

The code to handle the property and test cases were added. The branch was reviewed and merged to the develop branch.
