Feedback from Helm chart debugging session with Robert Gibboni

Add "getting started" or "quick local install" section with bare-bones details for getting up and running locally, since it was difficult to know which sections of README were needed in order to just evaluate metacat locally
Add steps to get up and running in minikube. See Robert's fork PR: https://github.com/r-b-g-b/metacat/pull/1/files
