As in the 2D scheme, water should be fluxed off the domain edges instead of piling up.
Current Behavior
Water is piling up on the domain outer edge cells, and when infiltration is reduced (or nonexistent, as in glacier cells) the ponded water depths can become extremely large.
Possible Solution
Add boundary flux.
Steps to Reproduce (for bugs)
Run with a glacier cell on the edge.
