[ds-view] Drop "OBSERVING SYSTEM" row from viewBundle.jsp

viewBundle.jsp's "OBSERVING SYSTEM" row rarely has information not already in subsequent "OBSERVING SYSTEM COMPONENT" rows. The value of "OBSERVING SYSTEM" row seemingly comes from the bundle.xml's Observing_System/name, which is not tied to any context product. When "OBSERVING SYSTEM" row does have a value, it's usually just the investigation or the instrument_host, which is then typically repeated immediately and confusingly.
