Similar to viewBundle.jsp's handling of targets, it also creates no link to an OBSERVING SYSTEM COMPONENT if the name does not match the corresponding context product's title (or perhaps its name).

viewBundle.jsp should create a link for every listed OBSERVING SYSTEM COMPONENT, and the listed name should come from the context product, not bundle.xml
