✨Radial Menu display delay

Feature Request Description

Similar to "Trigger Delay", but without delaying the trigger action, just not to displaying the radial menu.

This would be useful in some cases:

1. Using Fn to switch IMEs, set delay to avoid showing the radial menu in a short press.
2. Using Keybind to perform a non-cycle action, which showing the radial menu is not necessary.
