create book.webmaker.org bucket under mofo creds
update https://github.com/MozillaFoundation/book.webmaker.org/blob/master/.travis.yml to have mofo key, encrypted secret, and new bucket name.

Note than when we do this we can turn off the short-ttl CF that @jdotpz put in place in https://github.com/mozilla/mofo_system_configurations/issues/356.
