Blur+ doesn't work on NeoForge

When opening inventory blur doesn't work, but when closing it appears for a second and disappears.

Not sure if you're still interested, but after some testing I found that setting the Fade Out Time on the Animations tab in the config to 0 made the blur always appear properly, although the smooth animation is gone :/
