managed filesystem labels don't stay when locking #3751

take any hdd / floppy disk and make sure it is in managed mode
change the label
lock the filesystem
put it in a computer and watch the label disappear

i've looked in the code, and it seems like there isn't any code to load the label from NBT for a locked filesystem.
