Key to this is determining whether natural gas at refineries is utility delivered or not. Others have the same issue, but are much less of a magnitude.

Notably: "Emissions from the combustion of natural gas in manufacturing industries and construction that were reported
under EPA’s GHGRP were excluded from the totals to avoid double-counting with the natural
gas consumption data provided by the utilities"
