Check whether rebase is valid in postgres driver

The function PostgresDriver::checkCompatibleForRebase() is not implemented yet.

Similarly to sqlite driver, it should check for presence of unsupported features (e.g. foreign keys or some custom triggers (?)) that could produce invalid rebase.
