Reuploaded songs verification system

Kind of how the account verification system works (but a bit different); users are able to reupload songs (and SFXs), but for them to be used in-game, it needs to be approved by a user with a special permission (and those pending verifications would be in a tab on the dashboard). It'd also be possible to toggle this off or on.
