This is an issue for tracking the rewrite of sapphire-jecs

• Remove all utilities from the package and instead import them from jecs-utils
  • Utilities are now unit tested thanks to migrating to an external package
  • Adds command buffers
  • Slightly minimizes the api (.create_replicator() -> .replicator(), etc.)
• Add support for custom phases
• Add support for jabby
• Bump jecs to the latest version
• Test it (just enough to push a release candidate)
