Phantom does not clear localStorage between test runs

When testing content loaded using Inject (which caches previously loaded files using localStorage), Phantom does not clear the localStorage between test runs. Thus, if one runs a test using Phantom, then fixes a bug found when running the test, then runs the test again, Phantom will not pick up the changes and the test will continue to fail.
