This tweet from @MetroTAG was a manual RT which added hashtags #wmata #hotcar:

However, it was automatically ignored because it had the word "RT".

However, the original tweet from @OrangleLineInfo was not captured by @MetroHotCars because it was missing the #wmata #hotcar hashtags:
https://twitter.com/OrangeLineInfo/status/369789591953616896

Proposed solution:

All regular (i.e. non-manual) retweets should be automatically ignored.
All manual retweets (with word RT) or modified tweets (with word MT) should be ignored only if they mention another user which reported the same car number in the past 48 hours.
