Is your feature request related to a problem? Please describe.
I'm running a local non-anvil devnet (specifically with ethereum-package), and trying to register an operator via this CLI results in the error "chain ID 3151908 not supported".
Describe the solution you'd like
I'd like to be able to use the CLI in local devnets with any chain ID by specifying the addresses of EL contracts.
Describe alternatives you've considered
The current alternative is just building the transactions myself, either with the SDK or cast, but having it in the CLI would make the process easier.
