The Toolchain link does not work and download pages not in english and not working either

I need to download these toolchain files however the "link" in these instructions does not work:

USB updater : program flash tool to download the hex file to the target board, please accquire the tool form the link and check the related configuration

Also the download pages are not in english and do not work with google translate (the code field doesn't work when loaded in google translate).

Both of the download links when I try to download does not download the files but tries to download BaiduNetDisk 7.19.0.18.exe:
