Create a separate package for RHEL based containers using the RHEL installer. Repos should be available from RHEL UBI

As far as I'm aware, Alma and Rocky do not have ostree based container images or an installer based on them.
UBI is designed to be used for public images. And in order to create an ISO or create a container image to put into the ISO, you still need a subscription. The UBI based image is useless without a subscription.
