Search Component improvement

As a user, I want a clear, context-specific search bar on each page, so I can be confident that my search results will be relevant to the current page content.

ACCEPTANCE CRITERIA

The search field should have placeholder text unique to each page, offering clarity on what can be searched.

Page-Specific Placeholder Text:

• Members: "Search a member..."
• Latest Updates: "Search latest updates..."
• My Votes (My Actions tab): "Search my votes..."
• Governance Action (My Actions tab): "Search governance actions..."
