V/S working even though V/S is deactivated

Describe the bug

when Im selecting a altitude and im flying per V/S to that altitude. once im about 400 ft before my selected altitude the V/S deactivates and the aircraft is slowly putting the nose down to stay at that altitude. I cant change the value of V/S once it reaches the altitude But before it reaches the altitude Im still able to select a V/S even though its deactivated.

Expected behavior

that when the V/S is deactivated I cant change the V/S value

Steps to reproduce

1. selected a altitude in the AP panel
2. activate the AP
3. select a V/S value
   4.the plane reaches the altitude where the V/S deactivate
4. once it deactivate change the value of V/S and make sure it doesnt go to the selected altitude otherwise you cant change the value
5. now you can select a V/S value even though its not showing anything on the V/S screen
