Describe the Issue

Abnormal Ender whale spawning on fabric server. Whales spawn in clusters, then disperse over a few minutes only to respawn quickly again in another cluster in the same spot as before.

Do you use any other mods except the required ones?

Yes, many other 1.21 fabric mods. Except entity spawning from this mod seems to work find for all other entities.
