I use local PCB vendor to build pcb. When i send them gerber file, they said that the design is missing keep out layer.
I dont know what it means. Any help

The files in the gerber zip should be sufficient for production. I had no issues with JLCPCB.
As far as I know, Kicad (the software used to design this PCB), doesn't even have the concept of a dedicated keepout layer. Kicad just embeds the keepout zones as part of the other layers. Dedicated keepout layers is something found in other software like Altium, but this is definitely not a requirement for getting PCBs manufactured. So it's weird that they would demand this...
You can try explaining that there is no keepout layer, and that they can add an "empty" keepout layer themselves, if they really need one.
