Gather detailed logging requirements

Requirements:

• logging must occur and be physically recorded before an action can be performed
• Log these items: request path, user, cert serial number, leave room for more

Clarifications:

• unclear whether this can be offloaded to LogStash, or should it be persisted into an rdbms
• need to understand if users will be allowed to go around astral, thus avoiding the audit log step

The Log interactor is a placeholder for implementing this.
