Consider having all PRs in the changelog

Initially, we agreed that the changelog should only contain changes that affect the packages, reasoning that there's no need to add, e.g., chore: updated changeset logic to something our end users would read.

Although the example above, especially, doesn't make sense to be kept in the changelog, it's one rare exception, while most of the other internal stuff can be helpful to be there. We're also users of our stuff, and finding things when we need them quickly through the changelogs may become handy.
