Fullscreen Netplay local Multiplayer

When playing with NetPlay on Dolphin, we are faking multiple clients being at the same place. When starting a multiplayer race, they will have a splitted screen that is not very useful in that situation. Creating a cheat code for all the player that force only the correct camera to be used would be more convenient.
