Removing cosign breaks first creation of package

@fekad it seems like just removing the cosign only worked for existing repositories whilst for new ones it fails to publish the package correctly to ghcr now.

Actually, it seems to work for me but not for @fabianschoeppach

You can see that I have a package listed on the right. Would be great if someone else could test the template and see if it works for them.

Actually, it seems like it's all down to package access rights. I will update the README to make this clearer.
