Is BlackHole in Library/Audio/Plug-Ins/HAL?

Try ls -l and let me know the results.
Also make sure that BlackHole is on the system drive. Won’t work unless it is.
Also check console logs. Search CoreAudio and then run the reboot CoreAudio command and see if anything related to BlackHole pops up.

Also, I would try a computer restart.
Apple has told me that the users are suppose to restart their computer after installing a new audio driver which most developers just ignore. But worth a try.

Honestly no idea. I run an install script for standing up new VMs which copies some already built drivers and chmods, here's the code, real simple stuff: The thing is that this doesn't work. If I chmod way later in the script, it works. I have zero idea why. |

Have no clue.
Maybe try to installing a new instance of macOS and see if it work there and try to figure out what’s different.
Or
Try installing other virtual audio drivers and see if they work and try to figure out the difference.

I ran in to the same issue, I think this has to do with permissions. If I simply
chmod -R 777 /Library/Audio/Plug-Ins/HALand restart coreaudiod the drivers show up.
