Add support for pgBackRest info command

Add a new endpoint which provides the output of the pgBackRest info command. This would work in a similar way to barman diagnose though instead of using the code directly from python we would need to shell out to the pgBackRest CLI (unless we want to make python bindings for pgBackRest...).
