Change runoff fluxes to go to ROF instead of OCN

As part of the change of glc runoff routing – changing the glc-derived runoff to go to ROF rather than directly to OCN – I think some changes are needed in the CISM NUOPC cap.

My understanding is that @mvertens has done this; this is just a place-holder to track that.
