How order of each rule work?

Not clear how dnscrypt-proxy order the rule.
From test if i add example.com to blocked-names and cloaking-rules
seem like cloaking-rules < blocked-names ( < mean overwrite by )
How this program really work ? it should explain in wiki. like chrome policy
Can someone tell me how it work if i add same domain on all rule?
