Comment versioning / 'freezing' in publications

If comments are deleted or added to after a publication has been created, this will change the comments visible even in the previously published versions. i.e. the first published versions of the module will have comments from subsequent discussions visible in them.
Ideally it would be possible to version comments (or link comments to versioned elements). In lack of that, a workaround could be “freezing” comment status in publications, so that later changes are not visible.
